The Turkish Statistical Institute (TurkStat) published the building permits issued for reconstruction in the earthquake-affected regions in August 2025. With the release of this data, building permits and completions rose significantly in the second quarter of 2025 – a positive signal for the concrete and precast concrete industry!

 

In May and June 2025, Turkey’s construction output had already recorded strong growth. The calendar-adjusted production index increased by 20-25% compared with the previous year, with building construction growing somewhat more strongly and civil engineering at a more moderate pace. This high growth is attributable to the extensive reconstruction following the February 2023 earthquakes. By June 2025, around 250,000 housing units had been completed, and by the end of 2025 the total reached approximately 450,000 units.

 

Reconstruction Law 7471 is accelerating the issuing of construction permits and construction processes, while TOKI (The Housing Development Administration of Türkiye) is playing a central role in planning, financing and implementation.

 

 

Conference programme with a focus on earthquake-resistant construction using precast reinforced concrete and autoclaved aerated concrete solutions

 

A central theme of the conference programme will be construction in seismic regions. Several presentations will deepen the understanding of this complex subject and present the current state of earthquake-resilient construction methods.

 

Prof. Alper Ilki of Istanbul Technical University (ITU) will provide an overview of the latest knowledge in his Keynote on “Seismic Construction with Precast Concrete Elements – Lessons Learned”. He also has a wealth of experience in terms of seismic response of AAC structures: State-of-the-art testing, design and construction.

 

Autoclaved aerated concrete, which is widely used in Türkiye, offers efficient solutions for seismic design. Prof. Christoph Butenweg of the University of Applied Sciences Aachen and Markus Hesse, Head of International Product Management at Xella Baustoffe (Germany), will present their current research project on this topic.

 

Tolga Ötzoprak, independent consultant from Istanbul, Türkiye, will present an market overview with his presentation: “History and future trends of the AAC industry in Türkiye”

 

Other important topics will enrich the conference session, including ‘Autoclave management and optimisation’, presented by Dr. Martin Haas (R&D Director at H+H Germany), and ‘Why and how to control the slurry rheology in AAC production’, presented by Prof. Jürgen Oecknick, MD of PSA Zurich Area GmbH from Switzerland.

 

A presentation on the topic of ‘State-of-the-art handling and construction with AAC panels’ by Yuyang Chen, founder and CEO of the start-up Shenzhen Zhuoyi Technology, China, will also provide interesting insights into modern machine technology for construction on-site.

 

The Turkish Autoclaved Aerated Concrete Association supports ICCX Türkiye as a valuable partner. The president of the Turkish association, Mr. Fethi Hinginar, will open, and chair the AAC session.
